Job Summary:            

The Director of Human Resources is responsible for the management of all functions within Human Resources for IMA headquarters and providing as-needed technical assistance to the country offices. Key areas include human resource administration, benefits and compensation, recruitment, employee relations and performance management. Manages the Human Resources team. The Director of Human Resources works closely with the COO in developing and implementing policies and procedures in support of IMA's strategic goals and objectives.

 

Essential Functions:

 

  1. Manage Human Resources Team
  • Select, train and lead the Human Resources team to provide professional and efficient HR services and support.

 

  1. Human Resource Administration
  • Develop and monitor annual departmental budget, goals and objectives and annual work plan.
  • Working closely with senior management, develop policies and procedures, ensuring legal and regulatory compliance for headquarters and country offices.
  • Maintain department statistics for administrative and regulatory purposes.
  • Evaluate demographic, legal, and technical developments in the field and develop new programs in response.
  • Provide guidance and structure for resolving employment-related issues, ensuring consistency and equity in handling employee situations, and administering IMA's policies and procedures.
  • Respond to and investigate employee grievances and conflicts and work closely with legal counsel to resolve.
  • Serve as a resource for managers; coach and mentor senior managers to effectively use the full range of HR tools (performance, compensation, training and development) to maximum team benefit.
  • Work with the SMT to develop succession plans for key staff.
  • Identify, recommend and implement programs that address overall employee well-being and work/life quality.
  • Ensure the timeliness, security and accuracy of personnel data for IMA and the development of system-wide statistics, cost projections and personal information on all employees.

 

  1. Benefits/Compensation
  • Oversee the administration of all employee health insurance and 403(b) retirement plans.
  • Evaluate current benefits for cost effectiveness and employee satisfaction.
  • Conduct feasibility reviews and research of new programs and enhancements.
  • Work closely with the Chief Operating Officer to develop and maintain employee compensation plan.

 

  1. Recruitment
  • Work with Recruitment team and hiring managers to ensure efficient, ethical and effective recruiting and hiring practices.

 

  1. Performance Management
  • Work with managers to identify performance goals and objectives, standards of measurement and accountability.
  • Provide managers and employees with training and tools to accomplish these tasks.
  • Assist managers and employees in establishing criteria and objectives toward improved performance.
  • Oversee the compilation of performance appraisal information.
  • Work closely with the COO and CFO to determine fair and transparent pay scales and merit increase ranges.
  • Recommends, evaluates, and participates in staff development for organization.
  • Provides Country Teams Human Resources expertise in related issues and matters.
  • Manages Human Resource Compliance testing in all field office and international locations.
  • Assists with implementation and training on Safety and Security protocol for all field office locations.
  • Assists in employee relations issues and investigations.
  • May be involved in international payroll functions and ensures compliance with all relevant laws, policies, and procedures.

 Qualifications:

  • Bachelor's degree in closely related field or an equivalent combination of education and experience in human resources administration.
  • 10 years experience with a demonstrated high-level knowledge of Human Resources practices. At least 5 years of experience managing HR professionals.
  • Experience in International Development preferred.
  • Maintains a high degree of confidentiality in all HR and IMA business matters.
  • Experience with managing compensation as well as performance management systems 
  • Strong written, oral and interpersonal skills. 
  • Ability to travel internationally up to 20%
