Under the guidance of the Department Director and Senior Procurement Officer, the Procurement Officer is responsible for the effective delivery of procurement services for IMA World Health. This includes supporting the procurement services of the organization, acquisition of project related materials, donated inventory management, and support of administrative functions related to contractual agreements and documents.

The Procurement officer will adhere to the IMA World Health and donor established procurement procedures and regulations and ensure compliance with anti-terrorism (Patriot Act) regulations for both Procurement and Contracts.

 Responsibilities 

  1. Provide technical support with the development of tender related documents that conform to specific donor(s) and IMA World Health procurement regulations and procedures.
  2. Ensure that all solicitations of bids are clearly described to all prospective bidders, based upon a clear and accurate description of the contract terms and the goods and services to be provided
  3. Coordinate with all drug suppliers to ensure that the consolidated delivery of specific supplies is carried out in timely fashion
  4. Maintain positive relationships with all vendors to ensure compliance with donor rules/regulations as well as IMA policies and procedures
  5. Obtain bids for health products and transportation in accordance with appropriate donor government regulations.
  6. Arrange shipping to destination including all necessary documents required for shipping, in-country logistical support as needed and confirmation of receipt of goods from ultimate recipient.
  7. Assist with department administrative functions related to contractual agreements which may include preparation of sub-grants, modifications and review of contractual documents.
  8. Contribute to continuing department process improvement initiatives. Manage various database lists Vendors, Active procurement and Vendor background check lists

Job Requirements:

  1. BA/BS degree with minimum 3 years' experience in Commodity Procurement or Supply Chain Management/Logistics, preferably in International Procurement.
  2. Specialized training and/or experience relating to procurement of commodities funded by government and/or multi-lateral international organizations such as USAID, DFID, Global Fund or World Bank.
  3. Minimum three years' experience with off-shore procurement and delivery of pharmaceuticals (HIV/AIDS supplies including ARVs) with Global Fund, USAID, or World Bank is preferred.
  4. Ability to write lucid and technical reports and documents in English (English fluency writing, reading, and speaking) for health development programs is preferred.
  5. Working knowledge of US Government acquisition contracting procedures, regulations, policies (particularly USAID) i.e. FAR, 2 CFR 200, 22 CFR 228 is preferred.
  6. Relevant experience working with drug manufacturers on the registration of new pharmaceutical products to facilitate the export to Global Fund-financed HIV/AIDS programs in developing countries.
  7. Demonstrated organization and communication skills and ability to manage multiple projects required.
  8. Knowledge and demonstrated proficiency with MS Office package software applications with advanced skills specifically for Word and Excel.
