Chief of Party Zimbabwe

The Chief of Party (COP) will provide overall leadership for an anticipated integrated Maternal, Newborn and Child Health (MNCH) and family planning (FP) program, to improve maternal and child health status in targeted areas in Zimbabwe. This will be achieved by working through private partners and the public sector. The COP will be responsible for ensuring the successful and timely implementation of all program activities and the achievement of all program results, and will oversee all aspects of program implementation, including technical, financial and administrative management, monitoring and evaluation, and reporting, assuring the quality, impact and cost effectiveness of the program. The COP will foster collaborative working relationships with government officials of Zimbabwe, including the Ministry of Health and Child Care (MoHCC) and its related agencies, key stakeholders and international and local partners. This position will also maintain a collaborative relationship with USAID, ensuring activities and program targets are closely monitored and met.


  • Provide leadership and overall technical and management responsibility for program implementation, including staff and program activity supervision.
  • Work with the Deputy Chief of Party, Technical leads, Program and Financial Officers in headquarters to ensure quality control. Monitor progress of program objectives and maintain regular contact with staff and consultants by e-mail, telephone, and regular site visits. 
  • Manage quality, timely reporting to USAID through the monthly, semester and annual reports.
  • Lead development of the annual work plan and M&E plan.
  • Serve as IMA's representative to host country government, other donors and multinationals, technical agencies, and other participating organizations as required. 
  • Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and publishing articles through professional journals. 
  • Evaluate program effectiveness and determine corrective action needed to achieve program objectives.
  • Manage funds and sub-agreements by preparing annual budgets together with field program staff, ensure and supervise regular financial reporting, closely monitor program expenditure and keep appropriate staff apprised of significant variances.
  • Ensure proper technical capacity of staff and provide technical assistance when required.
  • Ensure program expenses are reasonable, allocable, prudent and spent in accordance with USAID rules and regulations, and support annual auditing procedures.
  • Oversee property and equipment acquisition, disposition, and management in compliance with USAID requirements.
  • Other relevant tasks as assigned.

Required Training and Experience:

  • A minimum of Masters-level degree in public health, health administration, international health, or a related field.
  • A minimum of 12-15 years of program management experience (of which at least half is in a senior management position) in large, multi-year international health sector development programs that have implemented successful activities in areas such as improved clinical services or NGO capacity building required.  Regional experience a plus.
  • Demonstrated experience working in Zimbabwe on donor-funded global health development programs a must.
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representational skills.
  • A clear track record of leading programs of similar complexity and magnitude to the one being procured under this cooperative agreement.
  • Demonstrated familiarity with and understanding of USAID regulations and policies and other donor requirements.
  • Proven ability to function effectively with multiple host-country counterparts and representatives from other key stakeholders such as NGOs, the private sector, and other donors.
  • Demonstrated skills and experience in implementing effective monitoring and evaluation systems and generation of published materials documenting outcomes of program services.
  • Strong verbal and written English communication and presentation skills.
  • Experience supervising professional and support staff in a multicultural, multi-linguistic environment. 
  • Cross-cultural sensitivity a must.
  • Ability to travel within the country or region and internationally as needed.
